потаму что такие требования дата центра. если жалоба приходит нам, мы не блокируем сайт а пишем его владельцу, но если жалоба исходит от дата центра мы обязаны прореагировать немедленно.

вы удалили материал из жалобы? связались с жалующейся стороной.  вы должны делать это. они ничего непроверяют, они могут только слать жалобы. поэтому уведомление стороны которая подала жалобу есть обязаьным
